הנחיות לעובדים זרים בסיעוד ביתי ולמעסיקיהם – משבר הקורונה
ההנחיות החדשות של משרד הבריאות קובעות כי אין לצאת מהבית, למעט במצבים המחייבים זאת (קניית תרופות, מזון ושירותים רפואיים) ובמידה וחייבים לצאת לצרכים אלו, יש לעשות כן תוך שמירת מרחק של 2 מטרים בן אדם לאדם.
כפועל יוצא מכך שמקום מגוריו של העובד הזר הוא בביתו של המטופל, הרי שעל העובד להישאר בבית המטופל. משרד העבודה והרווחה הבהיר בעניין זה כי ככל שהעובד נדרש לעבוד ביום המנוחה, עליו לקבל תשלום בהתאם לדין. יחד עם זאת, ככל שהעובד מממש את המנוחה השבועית בבית המטופל, הוא אינו זכאי לתשלום נוסף.

Corona (COVID-19) situation – A message to caregivers and employers in the home-based caregiving sector
Home-based caregivers are in contact with elderly people or patients that might be at risk, concerning the
circumstances. Therefore, it is necessary that they follow the guidelines given by the Ministry of Health from
noontime of March 17, 2020. Caregivers and patient are not allowed to leave the patient’s home, unless it is
necessary (for example shopping for food and medicine or in need of medical service). When in need of getting
out of the house, accorded to the terms mentioned above, it is required to do so while keeping a distance of 2
meters from one person to another. Moreover, the Ministry of Health recommends avoiding public transportation
as much as possible. It is forbidden to leave the house to go to parks, playgrounds, the beach, the pool or other
public places. You can take 10 minutes to walk alone in secluded places or in the backyard, as long as it is possible
according to the circumstances. Elevator use will be without additional people.
Make sure to follow the hygiene instructions – Avoid touching the face, washing hands frequently, maximizing
ventilation of the house.
According to these guidelines, and given that the foreign worker’s residence is in the patient’s home, the
employee must stay at home.
It should be clear that if the employee is required to work on his weekly rest, he should be paid according to the
relevant regulations. As long as the employee rests in the patient’s house during the weekly rest and is not required
to work, he is not entitled to an additional payment.
An employee who is required to be in isolation – must act in accordance with the official guidelines given by the
relevant governmental authorities.
